Greenhouse Gas Cap and Trade Provision in 20.2.30
The following
comments are directed to those far left liberals who want to "march in
protest"
over the proposed
repeal of this provision. It is provided to give the opposing views on this
debate.
It is the
opinion of this observer and millions of others that the provision should be repealed.
The adoption
of this rule in November of 2010 was biased on bad policy that
was not supported by rational scientific or economic analysis. It was
strictly an
outgrowth of a political agenda to demonstrate compliance with an extremist,
global environmental agenda. Manmade global warming hysteria is driven by
the United Nations Intergovernmental Panel on Climate Change (IPCC).
The policy
will have no environmental benefit but will have grave economic
consequences. Neither situation was recognized when the rule was adopted.
The supposed reason for capping carbon dioxide emissions is to reduce global
warming. Any reasonable person can see that a rule capping carbon dioxide
emissions in NM will have no effect on global warming.
Even if we
adopt a hypothetical case that Part 350 might have an effect on
reducing carbon dioxide emissions, the trading provisions wipe away any
gains.
Since the carbon dioxide reductions can be met with trades and certificates,
there are no real reductions.
While Part
350 will have no environmental benefit, it will have dire adverse
economic impacts. Of course these impacts were never considered since no
detailed
social or economic analysis was done on Part 350.
NM will be at a competitive disadvantage to surrounding states. Mobile
industries will simply move operations to adjacent states that do not have
these
onerous carbon dioxide capping restrictions. They will take the tax revenues
and jobs
with them. Unemployment in the NW corner of the state is already in
double digits.
Everything about this tax plan will make present economic
conditions
worse.
If Part 350
stands, it will affect every person in NM and increase the cost of every
aspect of our lives. It must be repealed in its entirety.
The only
winners in this scheme are the carbon traders who care nothing about
the environment but want to pad their bank accounts. The net result of this
rule
will be more cost to New Mexicans, more profits for the scammers, and no
reduction of emissions in NM or the US.
Carbon
dioxide, the plain old non-toxic gas that we exhale with every breath
and needed for plant growth has now become the villain in this debate. Man
made carbon dioxide is being blamed for global warming.
New
satellite studies show that climate is not sensitive to changes in carbon
dioxide concentrations. The carbon dioxide we produce is not anywhere near
enough to cause measurable global warming.
Carbon
dioxide is simply not responsible for climate change real or imagined
globally, nationally, or particularly in NM.
Controlling energy use and availability is the
global political mantra.
Global
Warming and carbon dioxide are just convenient straw men in that fight and
we should not be a part of it.
